The Natural Gas Distribution Network Operation Code (OGG, No 487/B'/20.02.2017) and the 3rd amendment thereof (OGG B' 3726/12.08.2021 regulate the rights and obligations of the Distribution Network Operator, the Distribution Network Users and the Final Customers that are connected to the Distribution Network, as well as matters relating to the management, maintenance, development and operation of the Distribution Network and  the terms and conditions concerning the access of Distribution Users and the services provided by the Network's Operator.

 

Services in the context of the Main Activity of Natural Gas Distribution

In accordance with the specific terms and conditions of the Code, the Operator must provide Distribution Users and End Consumers with the following Distribution Services (Main Activity) in the most cost-effective, transparent and straightforward manner, without discrimination among Distribution Users or End Consumers:

(a) Receipt of natural gas quantities by the Operator at the Entry Points.

(b) Supply of Natural Gas quantities through the Distribution Network.

(c) Delivery of Natural Gas quantities by the Operator at the Delivery Points.

(d) Ensuring smooth, safe and uninterrupted operation of the Distribution Network, and monitoring using control systems.

(e) Measurement of the natural gas quantity delivered at the Delivery Points.

The Operator’s Main Activity includes the following:

 

(a) Providing Distribution Users with access to use the Distribution Network, on the basis of objective and non-discriminatory criteria, without compromising the smooth and safe operation of the Distribution Network, in accordance with the specific provisions laid down in the Code and the applicable legislation.

(b) Development (design and construction) of the Distribution Network.

(c) Inspection, maintenance, replacement and upgrading of the Distribution Network.

(d) Management of the Distribution Network so as to provide transparent, objective and non-discriminatory access to all Distribution Users.

(e) Ensuring the safety of the Distribution Network, management of and quick response to emergencies, crisis management.

(f) Validation of internal installation designs and performance of site inspections in new buildings.

(g) Validation of Internal Installation designs, inspection of Internal Installations for issuing an Internal Installation License of Use, as required by the technical regulations for internal installations (OGG 236/28.03.97, OGG No 963/B/15.07.03, and OGG 976/28.03.12), as applicable.

(h) Sample inspections of internal installations that have been activated for the first time more than four (4) years ago.

(i) Procurement, installation and maintenance of metering and pressure regulating stations that are not intended for supplying gas to End Consumers.

(j) Using marketing methods to promote the use of natural gas, to further develop the Distribution Network and to have new End Consumers connect with the Distribution Network.

(k) Developing and operating user-friendly and secure IT systems for carrying out the Operator’s activities.

(l) Handling Distribution User change procedures at a Delivery Point.

(m) Collection, transmission and storage of data from remote Distribution Network infrastructure monitoring and control systems.

(n) Installation, maintenance and calibration of metering systems and monitoring of the proper functioning of volume correction systems installed at Delivery Points.

(o) Setup of a natural gas decompression system and of a temporary storage facility for Compressed Natural Gas cylinders, to ensure uninterrupted supply of Natural Gas.

(p) Purchasing a Natural Gas quantity to fill a new segment of the Distribution Network (filling gas) or an existing segment which was partially decompressed for maintenance purposes.

(q) Natural Gas Odorization.

(r) Cathodic protection.

(s) 24-hour emergency telephone service.

(t) Management and communication with Distribution Users, Final Customers and third parties, to ensure proper, smooth and efficient provision of services, including physical service points.

(u) Inspection and quality assurance of materials related to Distribution Network construction.

(v) Installation of telemetry equipment at existing Delivery Points for safety reasons, on the Operator’s initiative.
